1. Regulatory frame

1.1 European regulation

Regulation (CE) n° 300/2008 modified, of the European Parliament and of the Council of March 11 2008  on common rules in the field of civil aviation security and repealing the regulation (CE) n°2320/2002.

Commission Implementing Regulation n° 2015/1998 of 5 November 2015 laying down detailed measures for the implementation of the common basic standards on aviation security.

1.2 French Regulatory frame

Arrêté du 1er septembre 2003 modifié related to infrastructures, equipments and training in the field of civil aviation security, and related to some rules for habilited agent, known shipper, known entity and tehcnial entity.

Arrêté du 8 août 2014 modifying the arrêté du 11 septembre 2013 related to security measures for civil aviation.

2. Certification of security equipments

2.1 Terminology

• Type certificat: A type certificate is a document delivered by the STAC when the caracteristics of the security equipment, reprensentative of the type submitted to certification, its concept of operation, and if applicable, its tools and procedures for checking the correct functionning are in conformiy with the national and european regulations, and also with the technical conditions required, as established by the general director for civil aviation.
• Individual certificate: an individual certificate is a document delivered by the STAC when the caracteristics of the security equipment, its concept of operation, and if applicable, its tools and procedures for checking the correct functionning are in conformiy with the national and european regulations, and also with the technical conditions required, as established by the general director for civil aviationUn

Arrêté du 8 août 2014 modifying the arrêté of 11 septembre 2013 relative to security measures fo civil aviation :

• Article 12-0-1-3 Obligations to manufacturers or their vendors
  The manufacturers of security equipment or their vendors:
  • 1. Provide security equipment having a valid type certificate or individual certificate delivered by the general director for civil aviation ;
  • 2. Provide to the users of security equipment the individual certificate or the type certificate when it is required.
• Article 12-0-1-2 List of security equipments
  The following equipements are subject to the Type certificate sheme and/or to the individual certificate scheme:

• Article 12-0-1-5 common modalities to Type and Individual certificates foe security equipments:
  • The technical conditions required for a Type or an Individual certificate can be requested to the general director for civil aviation, under the conditions established by the annex to the "'arrêté du 30 novembre 2011 portant approbation de l'instruction générale interministérielle n° 1300 sur la protection du secret de la défense nationale".
  • The list of documents to provide for a Type or for an Individual certificate are listed in a procedure of the service technique de l'aviation civile and avlaliable upon request.
